Three ways to arrange the same care

The same caregiver, the same benefit. The difference is who holds the contract and who takes a margin.

What the cash benefit is

The Bituach Leumi long-term care benefit can be taken in two forms: as services, where a care company sends a worker for a set number of hours, or as cash paid into the recipient's bank account so the family employs someone directly. The second is almost always better value, because you are not paying the company's margin.

Five conditions

  • The recipient is an Israeli resident at retirement age or above
  • A dependency level has been assessed by Bituach Leumi
  • The caregiver works at least six days a week and at least twelve hours a day, is over 18 and is not a family member
  • A foreign worker must be registered with a licensed private agency and hold a Ministry of Interior work permit
  • A written employment contract sets out the hours and the pay

What we do for you

  • Check eligibility and the assessed level
  • File to switch the benefit to cash
  • Match a caregiver to the format you need
  • Register with a licensed agency — required by law
  • Draft the bilingual employment contract
  • Run payroll monthly, allowing for rest days, holidays and hospital stays
  • Track leave and remind you about visa and permit renewals
  • Calculate severance when the employment ends
Worth knowing. Registration with a licensed agency is required by law even if you found the caregiver entirely on your own: up to ₪2,000 once (VAT included) and up to ₪70 a month. That is a state-regulated payment, not our fee. Employing a foreign worker without a permit carries an administrative fine of ₪10,000 per worker and, in most cases, criminal proceedings.

Questions about direct employment

Is it legal?
Yes — it is an official Bituach Leumi route. What makes a situation illegal is employing someone without a work permit, which is why we verify status before any contract is signed.
Who is it for?
Families entitled to the long-term care benefit who have a permanent, legally employed caregiver. The five conditions are listed above.
How long does switching from a company take?
Three to five weeks on average: the Bituach Leumi application, the worker's paperwork, the first payroll run. Care continues throughout.
How much will we actually save?
Usually ₪800–1,200 a month, so ₪10,000–14,000 a year. The exact figure depends on the benefit level and what the company currently charges — the calculator will show yours.
What if the caregiver is not a fit?
Free replacement within the first three months, written into the contract.
Can I pay from abroad?
Yes. Invoiced in dollars, euros, pounds or shekels. We show in advance what goes to us, to the caregiver, and what Bituach Leumi covers.
